LibVPX NEON Optimizations

As posted on LinkedIn, VectorCamp has completed our contributions of Arm NEON Optimizations to the open source LibVPX Video Codec library with version 1.13 -in fact a few more are going to appear post 1.13 but the majority is in there. Performance on Arm has increased dramatically making it a very competitive alternative to x86.
